• PROJECT AIM AND ANTICIPATED RESULTS

GIpSyNOISE is aimed at providing decision-makers with an efficient software tool for their future application of the European DAMEN. It will first rely on standard noise propagation models defined at European level as required by the Directive, thus fulfilling the need for a unified noise mapping capability based on standard indicators (Lden, Leq night). This is the necessary basis as recalled by the experts of WG3 / WG4.

Apart from the necessary noise mapping capability, GIpSyNOISE will integrate the original representation of noise annoyance indicators sketched within DIAPASON, already identified as most relevant with respect to decision making needs. Further enhancement of the dose-effect relationship concept will be brought within the project, from both modelling and practical points of view. Hence cross-correlation functions with relevant data/layers available within the GIS platform will allow the decision-makers to get a clear insight of the impact of noise on the different urban zones of their city. Crossing with population data will allow to identify high sensitivity zones, whereas correlation with traffic data will provide an efficient way of tracking “blacks spots” along transport infrastructures.
As an evidence choice of the most adequate GIS platform is part of the work. This will be achieved on the basis of expert competence on the field available within the proposed consortium. (partner to be confirmed)

GIpSyNOISE will highlight the complementarities of various types of maps essential for the decision-makers. This will be more specifically realised in tight collaboration with the end-users’ group joining the consortium. Indeed the proposed project includes representatives of LYON and PORTO city in charge of environmental problems as well as some other key persons from smaller cities in France. Their high involvement in this field as well as their perception of the future needs and constraints they will have to face for an efficient application of the European DAMEN will result in the formulation of operational guidelines as part of the software tool. Members of the Eurocities group will possibly join the programme as privileged partners for consultative work (partners to be further confirmed).

On such a basis, GIpSyNOISE will thus provide a detailed insight on possible environmental noise solutions (in their actual and future environment policies), with an increased capability of assessing their impact. Indeed the tool made available at the project end will have the dual capability of identifying present and preventing future problems in terms of quality of the urban environment focused on noise aspects.

Anticipated results may be expressed as follows :

- proposing an efficient help in the decision process related to the application of the European Directive regarding the Assessment and Management of Environmental Noise (DAMEN),
- gathering adequate tools in a common software platform, built up on a GIS basis for providing the decision makers with an immediate identification of potential problems locations and with an on-line simulation capability for the evaluation of the positive impact of possible solutions,
- anticipating economical or social depreciation of the different urban zones in the city, which could result from a degradation of its noise environment.
- including the noise concern in each new urban arrangement project, taking into account the various crossings between socio-economic and noise related data.
