CONTEXT
To take noise into account in urban projects
Urban arrangement managers are obliged
to take into account all environmental
aspects in the various projects they
are considering. Among those aspects
noise is receiving a constantly growing
attention and such a reality is particularly
well reflected in the new European
Directive relating to the Assessment
and Management of Environmental Noise
(DAMEN). As a matter of fact, including
the noise preoccupation in future
development projects and assessing
the current and projected situation
in terms of noise annoyance potential
where people live shall present a
significant gap at the beginning of
the new century.
In order to transform this willingness
into an everyday reality decision
makers are to be provided with efficient
tools to assess the annoyance potential
of various origins (noise, air pollution,
…) towards urban populations
and compare it with respect to the
more and more stringent recommendations
of economists or sociologists.
These specialists have proved the
subtle, fragile but necessary balance
we have to assess and respect between
all sensitive aspects of the quality
of life if we want to maintain major
balances in the development of a city.
Especially expert works have been
recently performed in order to highlight
the correlation in each area between
economic development, criminality,
… and the various annoyance
sources.
Answer the requirements of the European Noise Directive 2002/49/CE
This
Directive is now transcripted for nearly all members. The influence of
each state member regulation will be determining.
