GIpSyNOISE is a LIFE environnement project, from
2002 to 2005, in collaboration with Mission bruit at French Ministry of Ecology and Sustainable Development.
Aim of the project and results
The aim of the GIpSyNOISE
project is to develop a decision-aid tool meeting the objectives of the European
Directive on the Assessment and Management
of Environmental Noise 2002/49/CE, that is to say
:
-
implement standard models for environmental noise estimation as
described in the European DAMEN, regarding road traffic noise as well
as railway and industrial noise,
- assess and implement a most efficient link to a standard GIS
platform, in order to propose cross-correlation tools between noise and
a wide range of geo-referenced city management data including people
exposure.
- deepen the noise annoyance modelling , in order to include
correlation with other annoyance sources already identified in urban
zones,
- propose relevant indicators and guidelines oriented towards the
decision-makers, to account for the detailed insight gained on noise
problems (and related impact) in their actual and future environment
policies
The tool developed should lead to following results :
-
gathering adequate tools in a common software platform, built up on a
GIS basis for providing the decision makers with an immediate
identification of potential problems locations and with an on-line
simulation capability for the evaluation of the positive impact of
possible solutions,
-
anticipating economical or social depreciation of the different urban
zones in the city, which could result from a degradation of its noise
environment.

proposing an efficient help in the decision process related to the
application of the European Directive regarding the Assessment and
Management of Environmental Noise (DAMEN),
-
including the noise concern in each new urban arrangement project,
taking into account the various crossings between socio-economic and
noise related data.
Partnership and prject funding
The GIpSyNOISE project was selected within the framework of the
program LIFE Environnement, which has the role to cofinance the
projects in the field of environment.
Cofunding (LIFE and French Ministry of Ecology and Sustainable
Development) accounts for 50% of the estimated total cost of the
project.
The partners of the project
Greater Lyon is owner of the project. That is articulated around 2 committees:
The technical committee, is in charge of the technical contents and the realization of the software. It includes :
- laboratory FORTH (university of Crete): GIS expert ;
- INRETS: expert on the noise effect and the evaluation of the perception of the maps by the population;
- 01dB-METRAVIB: subcontractor in charge of the software development.
The operational committee, composed of end-users, is in charge of the definition of the needs and the functionalities of the tool. It
includes:
- Geater Lyon, project leader;
- ACOUCITE, in charge of the animation of the committee and the communication;
- 14 French and European cities: Urban communities of Lille, of Bordeaux and Nantes, the Community of agglomeration of Large
Angers, of Nice and Montbeliard, Cities of Saint-Etienne, Boulogne-Billancourt, Barcelona, Huelva, Porto, Prague and Szeged.
